Open Access to scholarly publishing seems to be generally accepted as a prima facie good idea. The ArXive, the physics preprint server was established in the `80s. So why it taking so long for the publishing field to shift away from subscription only content, and adopt open Access principles?
This talk covers the history of Open Access, and the (occasionally contradictory) principles it espouses, and the reasons why change is slow - and whose interests that serves.
