Title of documentLIANZA Letter on Copyright Reforms Proposed for 2025DescriptionTe Rau Herenga o Aotearoa, the Library and Information Association of New Zealand Aotearoa (LIANZA) has provided leadership to the wider library and information sector for over 120 years.

With a strong national network, active member communities and volunteer base, an established profile, and strong international connections, LIANZA spans all parts of the diverse library and information sector. This includes public, school, tertiary, health, prison, tertiary, special libraries and information services. LIANZA is the peak body for the library and information sector.
LIANZA is aware that copyright reforms have been proposed for 2025 alongside reforms needed for compliance with the NZ- EU and NZ-UK Free Trade Agreements.

LIANZA understands the need to align copyright legislation with the FTAs. However, we believe this is a good opportunity to broaden the scope of work to incorporate and align other important copyright reforms for greater economic impact. Minister, we would like to offer our support to make these reforms as effective as possible for all New Zealanders.

We would value the opportunity to provide advice on potential reforms, particularly to cushion the impact of term extensions and request to be part of any specific consultation or engagement with the Ministry on this work.

The copyright environment is not straightforward and it’s important that a wide range of views are considered to obtain a balanced perspective. You will be aware that libraries have provided feedback on copyright and have long sought a review of the Act, which is no longer fit -for purpose and has not been reviewed since 1994. Our submission on the 1994 can be found here.

LIANZA would like to be part of the targeted stakeholder engagement group as this is an area that has profound implications for libraries, access to knowledge, and the creative economy. The global pandemic and climate change have pushed libraries to increasingly operate in and occupy the digital space.Date 2025
